How fun! I wonder who can do this? I thought I had it but then...

I'm going to guess 나-다-라-가

Having never been there here is my reasoning:

나 - It seems like 영평 is a point of embarkation for a scenic drive. The sign basically welcomes drivers to the location by wishing them a good trip and let's them know in a friendly way that the local police are watching you. Also if they want drivers to take heed of the other signs it doesn't make much sense to let drivers know the police are 'watching' at the end of the drive. So I chose it as #1 --anyway that's the logic here in the US.
다 - let's you know that the road narrows (the road would narrow before the riverside road, or at the start of it)
라 - it's a riverside road therefore...
가 - slow down (modulate speed)

then I'd have to guess 다-라-가-나 and if that's the right answer then Korean road sign logic is just like sentence grammar compared to English -- same meaning but usually about 180 degrees off in structure

I also agree with the answer 다-라-가-나.

Joining them up sounds about right. :)

Please correct the order to one sentence. c.f.)

근데 명확히 'These signs form a single sentence' 나 'Arranging these signs in the proper order will form a complete sentence' 라고 했다면... 이 간판들에 씌여있는 말은 모두 합해서 한 문장이 될거에요... something like that for slow minded people like me.
