Let’s look at the main dialogue.
Two people are having a conversation in the lobby.
방은 5층에 있습니다. 아주 조용합니다.
Bangeun o cheunge itseumnida. Aju joyonghamnida.
Your room is on the fifth floor. It's very quiet.
알겠습니다. 조식은 언제예요?
Algetseumnida. Josigeun eonjeyeyo?
Okay. When is breakfast?
조식은 오전 7 시부터 9 시까지입니다.
Josigeun ojeon ilgop sibuteo ahop sikkajiimnida.
Breakfast is from 7:00 to 9:00 AM.
부터 (buteo)
Means "from," like "from" a time of day. Here, it's used to mean "from 7:00 AM."
Similarly, 까지 (kkaji)
Means "to," or "until," a certain time. You can use it to say something lasts "until" a time, but here it is used to mean "to 9:00 AM."
So together, they are "from 7:00 AM to 9:00 AM."

까지 is correct here because it is indicating the ending time, not the starting time. It wouldn't make sense to say the party is "from 7 from 11."

일은 9 시 6 시까지입니다.
부터 (buteo)

일은 9 시부터 6 시까지입니다.

Work is from 9 to 6.
부터 (buteo) is correct here because it is the starting time. Just like you don't say "Work is from 7 from 9," like the previous question, you wouldn't say "Work is until 7 to 9."

까지 (kkaji)

Again, because we're talking about the ending time, we use "까지 (kkaji)" in this blank space.

This sentence is almost the same as the one we unscrambled, with one big difference.
It does not have any words that mean "in the morning," or "in the evening."
So, this person could be working the day or night shift!
Choose the best answer to complete the sentence. Ready?

Admission starts at 6AM.
입장은 오전 6시부터입니다.
부터 (buteo) is the best answer here because it makes the most sense in the context.
Even though "입장은 오전 6시까지입니다 (Ipjangeun ojeon yeoseot sikkajiimnida)" makes sense, it would mean that admissions end at 6 in the morning.
This would be strange for most things, so "부터" is the "better" answer.
Now let's translate some English sentences into Korean.
Translate "Check-in starts at 3 PM." into Korean.
체크인 (Chekein). Check-in.

3시 (set si). 3 o'clock.

Here, because it's "from 3PM" in the English sentence, we use "부터" (buteo).

Check-in starts at 3 PM.

Translate "The pool is open until 10 PM" into Korean.
수영장 (suyeongjang). pool.

까지 (kkaji). Until.
finally
예요 (yeyo). Is.
We use "까지" (kkaji) because the pool is open until the time we are talking about.
수영장은 오후 10시까지예요. (Suyeongjangeun ohu yeol sikkajiyeyo.)
The pool is open until 10 PM.
수영장은 오후 10시까지예요.
Translate "The shop is open from 6 AM to 9 PM." into Korean.
가게 (gang). store.

부터 (buteo). from.

까지 (kkaji). until.
and finally
예요 (yeyo). is.
Since this is a "from…until…" sentence, we use both 부터 (buteo) and 까지 (kkaji), 부터 for the starting time and 까지 for the ending time.
가게는 6시부터 9시까지예요. (Gageneun yeoseot sibuteo ahop sikkajiyeyo.)
The shop is open from 6 to 9.
