-달라고 AND Reported speech - 하대 or 한대 ?

Sorry guys I have so many questions! But these forums are really nice and helpful.

My first one is usage of -달라고. What exactly does it do? Does it have to do with giving a command somehow?
For example: 남편에게 업어달라고 했더니 단호하게 'NO! (I saw that on google ...) or 모모 도와 달라고 ...

The second one is ... when you're using reported speech, which form do you use - 한대 or 하대? For some reason I hear people using both and it's really confusing. For example:
사람이 아주 똑똑하대 or 사람이 아주 똑똑한대 ??

달라고 하다 is the verb meaning 'to ask (to someone friendly)'. Also, you can combine 달라고 하다 with other verb-stems such as '돕다 / 도와-'. So 도와 달라고 (돕+아 달라고) means 'to ask to help'.

The particle 하대 means 'it is said that' while 한데 means more likely 'isn't it?'.

So, 그 사람이 똑똑하대 means 'It is said that he is smart' while 그 사람이 똑똑한데? means 'He is smart, isn't he?'.
