What does "촌사람이시군요" mean?

Does it mean countryside person?

What is the function of "이시군" in this phrase?

Yeah, you're right.

촌사람 means 'countryside person'.

촌사람이시군요 :
촌사람이다 -> 촌사람이 + 시 + 군 + 요

시 : honorific suffix (This tells us the listener was an older or not friendly person to the speaker)
군 : a suffix showing the speaker is paying attention to a new info just been gotten.
요 : an ending in standard politeness level

An intimate version of 군요 is 구나

A : 저 시험에 통과했어요. I passed the test.
B : 잘됐구나! You did a good job! (intimate)
C : 잘됐군요! You did a good job! (polite)

그래서 그가 못 온다는 것이었군.
(Now I understand) that was the reason he said he couldn't come...!
= Gee, that made him say he couldn't come...! (nuance)

And yes.
It might be rude in that situation.
You could use it as a joke to make the relationship more friendly,
however it may cause so bad atmosphere against your intention.

So be careful to use or you'd better not to use that expression to others.
It's better to be safe than sorry, huh?
