Thank you for posting. To answer your question, the difference is in tense and politeness level:

여자가 밖을 쓸었다. ->past tense, informal

여자가 밖을 쓸었어요.-->past tense formal

여자가 밖을 쓸고 있었어요.--> 'ing' present progressive.

Also, what is the difference between : 여자가 밖을 쓸었다. and 여자가 밖을 쓸었어요. and 여자가 밖을 쓸고 있었어요. ?
